Energy Support and Preparation for the Heating Season
The head of the government emphasized the importance of systematic assistance from the EU for Ukraine’s energy sector. In particular, an additional energy assistance package of 100 million euros has been announced. Together with the European Union, Ukraine is starting to work on a winter energy plan for 2026-2027, which aims to enhance the resilience of the energy system, ensure the restoration of infrastructure, and prepare the country for the upcoming heating season despite ongoing threats from the Russian Federation.

The Impact of Russian Aggression on Ukraine’s Energy System
Since the beginning of the full-scale invasion in February 2022, Ukraine’s energy infrastructure has been under constant attack from the Russian Federation. Since the fall of 2025, shelling from the RF has intensified, significantly complicating preparations for the winter period.
The Security Service of Ukraine considers these attacks to be crimes against humanity. According to the SBU, at least 256 air attacks by the RF on energy facilities and heating supply systems have been recorded since the start of the current heating season.
Previously, Russian Foreign Minister Sergey Lavrov claimed that Russia had not started attacking civilian objects, and that strikes on energy infrastructure were provoked by Ukraine, although these statements are not true and are not supported by international investigations.
Yulia Svyrydenko also emphasized that since the beginning of the large-scale aggression, Ukraine has already received over 200 billion euros in military, financial, and humanitarian assistance from the European Union. Furthermore, the country continues to implement reforms necessary to meet the criteria for EU membership.
