External financial assistance for Ukraine in 2025 is at risk of weakening, as European allies are unable to fully compensate for the loss of funding from the United States, which had been provided during Joe Biden’s presidency. The volume of international support may decline to its lowest level since the onset of the full-scale invasion by Russia.

Sharp Reduction in Military Assistance in 2025
Throughout 2025, European countries allocated only about 4.2 billion euros in new military assistance to Kyiv. This amount is insufficient to fully offset the cessation of support from the United States. After record levels of funding in the first half of 2025, military assistance sharply decreased in the summer, and this trend continued into September and October. At the current rate of European contributions, there is not enough to fully compensate for the missing American aid.
“While annual allocations averaged approximately 41.6 billion euros in 2022–2024 (including Europe, the U.S., and other donors), only 32.5 billion euros were allocated in 2025. To reach the previous level, allies will need to allocate an additional 9.1 billion euros by the end of the year.”
Disparities in Support Among European Countries
In 2025, there is an increasing imbalance among individual European countries in providing assistance to Ukraine. Germany, France, and the United Kingdom have significantly increased their contributions: Germany by nearly three times, and France and the United Kingdom by more than double compared to 2022–2024. However, even such rates have not allowed these countries to reach the level of leading Scandinavian donors – Denmark, Finland, Norway, and Sweden, when considering the ratio of aid to GDP for 2021.
Italy and Spain show even weaker participation. Neither of these countries increased military allocations in 2025: Italy reduced its already low support by 15% compared to previous years, while Spain did not provide any new military assistance this year. The limited funding from their side has significantly affected the overall level of European support for Ukraine.
