Ukraine and Sweden Simplified Accreditation Procedures for Verifiers within CBAM

Ukraine and Sweden have reached agreements to simplify the accreditation procedures for verifiers within the Carbon Border Adjustment Mechanism (CBAM), which will facilitate the export of Ukrainian products to the European Union market.

Step Towards Mutual Recognition and Support for Exporters

During a working meeting attended by Oleksandr Krasnolutskyi, Deputy Minister of Environmental Protection and Agriculture of Ukraine, representatives from the leadership of the Swedish Accreditation Authority (SWEDAC), and the European Commission, the parties agreed on key approaches to simplifying the accreditation procedures for Ukrainian verification bodies.

The implementation of the new agreements will enable Ukrainian exporters to verify greenhouse gas emissions data in accordance with the requirements of the CBAM Regulation. This will allow them to submit actual environmental indicators instead of relying on elevated default values, positively impacting the competitiveness of Ukrainian enterprises in the European market.

SWEDAC Supports Ukrainian Verifiers

The Swedish Accreditation Authority SWEDAC has agreed to accredit Ukrainian verification bodies based on the technical foundation and experience of the National Accreditation Agency of Ukraine (NAAU). This approach helps overcome a number of logistical challenges caused by the inability of foreign experts to be present in Ukraine due to the state of war.

“This decision allows us to bypass logistical barriers related to the inability of foreign experts to visit Ukraine under the conditions of martial law, and to expedite the process for our industrial enterprises while maintaining their competitiveness in the EU market,” said Krasnolutskyi.

In the next phase, the parties will proceed to the legal formalization of cooperation. Soon, experts from NAAU and SWEDAC plan to conduct the first technical consultations to finalize the regulations for joint work in the fields of accreditation and verification.
