The Ministry of Community and Territorial Development of Ukraine held a working meeting with representatives from the Republic of Korea, dedicated to preparing a feasibility study for the construction of a high-speed railway that will connect Kyiv with the state border.

Details of Cooperation Between Ukraine and Korea
The negotiations involved Deputy Minister of Community and Territorial Development of Ukraine Oleksiy Balesta, representatives of JSC “Ukrzaliznytsia”, as well as a delegation from Korea, which included specialists from transport and consulting companies, leadership from the Korean International Cooperation Agency (KOICA) office in Ukraine, and the Extraordinary and Plenipotentiary Ambassador of the Republic of Korea to Ukraine, Kichang Pak.
“Ukraine views the development of the high-speed railway not just as an infrastructure project, but as an important part of the reconstruction and long-term development of the Ukrainian railway, modernization of the country, and its integration into the European transport space.”
Issues related to attracting external consultants, the current status of the initiative, and the strategic vision for implementing the high-speed railway were discussed. Special attention was given to the role of this project in the post-war recovery of the country and its integration into the European Union’s transport system.
Grant Support and Strategic Integration
The implementation of the project is taking place within the framework of grant assistance from the government of the Republic of Korea, with a budget of $8 million. The funds will be directed towards developing a comprehensive feasibility study for the development of high-speed passenger rail connections in Ukraine.
The parties also outlined practical aspects of preparing the feasibility study, specifically identifying key issues to be explored within the project. Special attention is given to considering the development plans of the Trans-European Transport Network (TEN-T), so that the future infrastructure can be fully integrated into the overall European system.

It is also known that in 2026, Ukraine plans to launch the first modern double-decker passenger car, as well as start the construction of a European gauge railway from the Polish border to Lviv under the auspices of the European Union’s Connecting Europe Facility program.
