Ukraine to Allocate 1 Billion Hryvnias for Business War Risk Insurance in 2026

The draft state budget of Ukraine for 2026 includes an allocation of 1 billion hryvnias to compensate for business war risks. This was announced by the Minister of Economy Oleksiy Sobolev during a speech at a forum in Kyiv. The relevant program will start on January 1 of the following year.

Preferential Insurance for Enterprises in Frontline Regions

The program is designed to support businesses operating within a 50-kilometer radius of the front line. Businesses will be able to receive compensation of up to 10 million hryvnias for damaged or destroyed property. Compensation will be provided at a preferential rate of 0.5% through the Export Credit Agency.

“Starting January 1, a program for compensating insurance rates for risks across the entire country will be launched, along with a separate program for frontline regions through the Export Credit Agency. A total of ₴1 billion has been allocated for this in the budget,” Sobolev clarified.

Possibility of Increased Funding

If the program proves to be in demand and the allocated funds are exhausted within a few months, the government plans to consider the possibility of additional funding. According to the minister, resources from other programs of the Ministry of Economy or the reserve fund may be used for this purpose. If necessary, an appeal to parliament for a budget revision may be made.
