Ukraine is advised to develop a strategy for attracting migrants to enhance the labor market

The Director General of the International Organization for Migration (IOM), Amy Pope, emphasized the need for Ukraine to create a comprehensive plan for attracting migrants during the URC2025 conference, even in the context of a significant number of Ukrainian refugees returning. According to her, millions of new workers are needed for the effective reconstruction of the country, and therefore, legal and safe pathways for migration to Ukraine must be ensured.

“Even if we successfully convince Ukrainians to return home, I think millions of workers will still be needed to rebuild Ukraine. It is essential to provide legal and safe routes for migration into the country,” added Pope.

Labor Market: Demand for Personnel and New Opportunities for Women

Amid a significant labor shortage in Ukraine, a number of initiatives have been launched aimed at increasing women’s participation in professions traditionally considered “male.” Since the start of the experimental project for the professional training of women last fall, over 550 participants have begun to acquire new specialties. Among the most popular professions are woodworking machine operator, female tractor driver, boiler operator, forklift driver, and trolleybus driver. This indicates a gradual change in stereotypes and an expansion of opportunities for women in the Ukrainian labor market.

International Cooperation and New Standards for Business

As part of URC2025, the Ministry of Economy of Ukraine and the Ministry of Labor of Italy signed a memorandum of cooperation in the field of labor market development. The document provides for a joint assessment of labor market needs, the integration of Ukrainian citizens, and the adaptation of labor legislation to European standards. Additionally, the Charter of Human Capital Resilience was approved at the conference in Rome — a framework document that outlines new approaches to responsible, human-centered leadership in Ukrainian business. The main goal is to unite employers to support veterans, internally displaced persons, people with disabilities, and women returning to professional activities.
