Systematic attacks and legal assessment of the actions of the Russian Federation

Russian troops regularly attack Ukrainian cities and civilian infrastructure using strike drones, missiles, aerial bombs, and multiple rocket launch systems. These actions are aimed at destroying the life-support systems of the population, healthcare facilities, electricity and water supply, and communication, depriving citizens of the necessary conditions for life. Ukrainian authorities and international organizations classify these attacks as war crimes of the Russian Federation, which have a targeted nature.

During the large-scale war, Russia is committing actions against the citizens of Ukraine that may fall under the definition of genocide. Among them are: public calls for the destruction of Ukrainians, shelling of civilian infrastructure, the introduction of a system for changing the identity of children in occupied territories, persecution of people with a pro-Ukrainian stance, deportation of children, and destruction of Ukrainian cultural heritage.

According to the Convention on the Prevention and Punishment of the Crime of Genocide, adopted by the UN in 1948, the participating countries are obliged to prevent acts of genocide and punish them. Genocide is defined as actions aimed at the total or partial destruction of a national, ethnic, racial, or religious group.

In Russia, they deny targeted strikes on civilian infrastructure and claim that there are no casualties among the civilian population, despite numerous evidence of the destruction of hospitals, schools, kindergartens, energy, and water supply facilities.
