TOP-10 Largest Employers in Ukraine in 2026: Leading is ‘Ukrzaliznytsia’

JSC ‘Ukrzaliznytsia’ has remained the largest employer in Ukraine for the fifth consecutive year, maintaining its leadership in the ranking with nearly 170,000 employees on staff. At the same time, over the past year, the company has reduced its workforce by 5%, and since the beginning of the full-scale war, the number of its employees has decreased by 27% — that’s over 62,000 people.

Dynamics of Changes Among the Largest Employers

In second place in the ranking is LLC ‘ATB-Market’, which employs 46,649 people. Over the year, the company has increased its staff by 565 individuals, representing a growth of 1%. However, since the start of the war, the network has lost 14,133 employees, or 23% of its workforce.

Third place is held by LLC ‘Gas Distribution Networks of Ukraine’, where 39,444 people work. Over the year, the company increased its number of employees by 1,770 (+5%) — the largest growth among all companies in the top 10.

The supermarket chain ‘Silpo’ has risen to fourth place, surpassing JSC ‘Ukrposhta’. It currently has 32,367 employees, and this year the team has been joined by another 1,001 employees (+3%). However, compared to 2021, the company has lost 9,808 employees (-23%).

JSC ‘Ukrposhta’ is now in fifth place with 31,739 employees. This figure has not changed over the past year, but compared to 2021, the reduction in staff is significant — down 49%, or over 30,000 people.

Other Key Employers in the Country

The operator ‘Nova Poshta’ holds the sixth position with 27,572 employees. Over the year, the staff has practically remained unchanged, but compared to 2021, it has decreased by 2,218 individuals (-7%). The seventh place is occupied by NAEC ‘Energoatom’ with 25,740 employees (a decrease of 6% over the year), the eighth is the State Enterprise ‘Forests of Ukraine’ (22,252 individuals, -6%). The ninth position is held by JSC ‘Ukrnafta’ with 19,583 employees (+4% over the year).

Closing the top ten is JSC ‘Ukrgazvydobuvannia’, which employs 17,794 people. In 2025, the company’s staff increased by 477 employees (+3%). This is the only company in the top 10 that has not reduced its workforce since the beginning of the full-scale war, but has actually increased it — by a total of 979 individuals (+6%).

Overall, since the beginning of the full-scale war, the company’s workforce has decreased by 27% or 62,800 people,’ the statement says

Since the beginning of 2026, 7,000 combatants have already used the services of the State Employment Service centers, with over a thousand of them finding jobs.
