The Ukrainian Government Approved the Procedure for Payments to Families of Fallen Volunteers

The Cabinet of Ministers of Ukraine has approved a mechanism for the appointment and payment of one-time financial assistance to the families of volunteers who died while defending the country during the full-scale aggression of Russia. The amount of the payment is 15 million UAH for each family of the deceased.

Criteria for Receiving Financial Assistance

According to the recently adopted law of Ukraine, which amends the law “On the Status of War Veterans, Guarantees of Their Social Protection,” the assistance applies to the families of volunteers who, acting in cooperation with the Armed Forces of Ukraine, other military formations, or law enforcement agencies, participated in repelling the armed aggression of the Russian Federation.

Payments are made retroactively, meaning they cover all those who died before the law came into effect. However, the conditions for appointment depend on the date of the volunteer’s death:

  • from February 24, 2022, to March 25, 2022 – payment is made regardless of the place of death;
  • after March 26, 2022 – payment is appointed if the death occurred in the area of hostilities, according to the official list.

Features of Registration and Payment Procedure

“The mechanism for appointing and paying assistance is transparent, fair, and understandable. It is received by the family members of the fallen volunteers who directly participated in repelling the armed aggression of the Russian Federation in cooperation with the Armed Forces or other military formations and law enforcement agencies.”

The amount of financial assistance is fixed and does not depend on the date of death – it is 15 million UAH, which is paid in two stages:

  • the first 20% (3 million UAH) is paid immediately;
  • the remaining 80% (12 million UAH) is paid in equal installments over 40 months.

The family has the right to choose the type of assistance that is most beneficial for them if there are multiple options for receiving payments simultaneously. If any family member declines their share, it is redistributed among the other recipients.

An application for receiving the payment can be submitted by mail or electronically. If the necessary information is already contained in state registers, there is no need to submit duplicate documents – electronic interaction between systems is in place. The decision regarding the payment is made by the Ministry of Veterans Affairs within one month from the date of application submission.
