. This is due to the lack of a clear strategy in the EU that would allow them to remain after a potential cessation of hostilities.

Since the start of Russia’s full-scale aggression in February 2022, around 4.3 million Ukrainians have found shelter in EU countries. The current EU regulation on temporary protection will remain in effect until March 2026, granting Ukrainian citizens the right to reside, work, and access various services in the countries where they are located.

According to surveys, while in 2023, 77% of refugees planned to return to Ukraine, this figure dropped to 65% in 2024. Another 25% of respondents were undecided about their plans, and 11% expressed a desire to stay in Europe permanently.

Possible Changes in EU Policy

In the event of a potential ceasefire, EU countries may face the need to make decisions regarding the continuation or cancellation of temporary protection for Ukrainian refugees. The European Commission is already considering support options, including:

  • Extending temporary protection.
  • Assistance in transitioning to national status for employment, education, or family reunification.
  • Support for those who decide to return to Ukraine.
