The number of participants in the White Business Club in Ukraine increased by 18% in 2026

As of April 2026, the White Business Club, formed by the State Tax Service, includes 8,991 companies and entrepreneurs. This is an 18% increase compared to the end of last year, indicating a gradual growth of the transparent segment of the Ukrainian economy.

Structure of Participants and Key Sectors

The majority of club members are companies — 93% or over 8,400 businesses. There are also 581 individual entrepreneurs representing small businesses. A significant majority of companies maintain active status, and cases of cessation of activities or bankruptcy are rare.

The largest number of club participants work in sectors that are traditionally strong for the country’s economy. In particular, over 1,700 companies (21%) are engaged in trade and transport repair, about 1,650 (20%) in agriculture, and over 1,450 (17%) in manufacturing. Additionally, the list includes companies from the information technology, construction, real estate, logistics, and professional services sectors.

Regional Distribution and Major Players

Kyiv remains the leader in the number of club participants: over 1,900 companies are registered in the capital. Among other regions, the Dnipropetrovsk, Lviv, Kyiv, and Kharkiv regions stand out.

The White Business Club also includes large companies that made it into the OpenDataBot Index for 2026. Among them are representatives from retail, energy, and the agribusiness sector with multi-billion revenues. In total, 100 companies are directly linked to large financial and industrial groups, while another 124 firms have connections with them. The most represented groups operate in retail and agribusiness.

Companies and entrepreneurs that diligently pay taxes, submit reports on time, operate transparently, and have no ties to the aggressor country are admitted to the club.

The increase in the number of club participants demonstrates a trend towards forming a transparent business environment in Ukraine, as well as an increase in trust towards such companies in the market.

At the same time, a new wave of a global taxpayer survey is underway in Ukraine, initiated with the participation of the State Tax Service and the World Bank. This initiative aims to determine the real costs of businesses in meeting tax requirements and is being implemented as part of a long-term strategy for reforming state revenues.
