The Antimonopoly Committee of Ukraine (AMCU) has given the largest operators of gas stations (GS) 10 days to review the mechanisms for forming retail prices for fuel in accordance with objective economic factors.

Recommendations for Gas Stations and Reasons for Intervention
The AMCU statement emphasizes that the largest gas station networks must ensure transparency and economic justification for changes in the prices of gasoline, diesel fuel, and liquefied gas. The Committee requires consideration of market fluctuations in purchase prices and adherence to the requirements of legislation on the protection of economic competition.
“In order to develop competition and prevent violations of legislation on the protection of economic competition, on April 23, 2026, the Antimonopoly Committee of Ukraine recommended that the largest operators of gas station networks ensure the formation and change of retail prices for gasoline, diesel fuel, and liquefied gas based on objective economic factors, particularly taking into account market fluctuations in their purchase costs, while complying with legislation on the protection of economic competition.”
The recommendations are mandatory for consideration and must be implemented within 10 days. As emphasized by the agency, this specific timeframe was chosen to obtain a comprehensive response regarding the measures that will be implemented by market operators.
Price Dynamics and Committee Response
Price increases for fuel in Ukraine have been observed since February 28, 2026. In March, the AMCU began reviewing a case regarding possible anti-competitive actions by market operators of light petroleum products. Currently, the collection and analysis of evidence regarding the situation in the fuel market is ongoing.
The Committee notes that the increase in prices for petroleum products occurred against the backdrop of a sharp rise in global oil prices, changes in petroleum product quotations in European markets, difficulties with diesel fuel imports, as well as fluctuations in exchange rates and increased logistics costs.
According to the AMCU, during March and the first half of April 2026, prices for oil and petroleum products on global markets demonstrated both increases and decreases, which also affected the domestic market in Ukraine.
The Committee continues to closely monitor the dynamics of the light petroleum products market and promises to respond promptly to possible violations of competition legislation in the future.
As of April 23, 2026, the average price of premium gasoline A-95 was 75.79 UAH/l (a decrease of 51 kopecks), gasoline A-95 was 72.49 UAH/l, gasoline A-92 was 67.31 UAH/l (an increase of 3 kopecks), and diesel fuel was 88.21 UAH/l (a decrease of 17 kopecks). The average cost of autogas reached 48.91 UAH/l, which is 1 kopeck less compared to the previous day.
