Growth Dynamics and Structure of Residents

As noted by Deputy Minister of Digital Transformation Natalia Denykeeva, in 2022 there were about 410 companies in Diia.City, of which the first 67 joined before the start of the full-scale invasion. In 2023, the number increased to over 770, in 2024 to 1,400, and by the end of 2025, there were already 3,400 participants. Today, this figure has exceeded 3,900 companies, providing jobs for over 148,000 IT specialists.

According to statistics from the Ministry of Digital Transformation, the largest share of residents belongs to the defense tech sector – about 500 companies. Around 400 enterprises operate at the intersection of several industries as Multi Vertical, 350 companies specialize in Business Productivity Software, and 200 each are in the fields of research and development (R&D) and artificial intelligence solution development. Additionally, 140 companies work in the Fintech and GameDev sectors.

Contribution to the Budget and Advantages of the Regime

By the end of 2025, residents of Diia.City paid nearly UAH 34 billion in taxes, which is twice as much as in 2024 (UAH 18 billion) and eight times higher than the figure for 2022. Overall, the IT industry provided over UAH 58.6 billion in tax revenues in 2025, of which residents of Diia.City accounted for a significant share.

“Overall, the IT sector paid UAH 58.6 billion in taxes last year. The amount of UAH 34 billion paid by the residents of our space, to which approximately 70-80% of market participants have now joined, is something we can be proud of. And this amount is increasing not due to the new number of residents, but precisely because of the adequate tax burden and the expansion of the tax base through business growth stimulation,” noted the deputy minister.

The majority of companies that joined Diia.City highlight the key advantage of the space – preferential tax rates. According to the Ministry of Digital Transformation, 84.4% of residents consider this to be the main motivation for joining.

Among the new residents of Diia.City is the Portuguese company Talkdesk, a global leader in cloud contact centers.
