Over the past three years, Ukraine has seen a significant increase in the number of registered industrial parks – their number has doubled and now stands at 105. An additional 30 applications are currently under review by the government. At the same time, most parks remain without active production facilities.

Challenges in the Development of Industrial Parks
According to Anton Andriienko, a representative of the Ministry of Economy, despite the positive dynamics in the registration of parks, only one-third of them have one or two processing enterprises on their territory. The rest of the parks, Andriienko noted, still exist only on paper as theoretical projects.
“Only one-third of industrial parks currently have one or two processing enterprises on their territory, while the rest, unfortunately, are still theoretical projects,” Andriienko added.
Successful Examples and Investments
An exception is the Innovation Forpost industrial park in Dnipro. Here, the reconstruction of two industrial buildings with a total area of 3,500 square meters is actively being completed. In addition, a substation with a capacity of 16.5 MW is under construction. To date, approximately 67 million hryvnias have already been invested in the development of the park, and by spring 2026, it is planned to invest another approximately 310 million hryvnias. The total amount of private investment in the creation of production facilities in this park is expected to be around 6 billion hryvnias.
Currently, Innovation Forpost is negotiating with two potential tenants who intend to establish food industry enterprises within the park. This will allow for the initiation of real production, which is an important step for the development of industrial parks in Ukraine.
