At the beginning of 2026, the National Development Institution (NDI) officially commenced its activities in Ukraine — a new state financial organization established based on the Entrepreneurship Development Fund. The main goal of this institution is to facilitate the recovery of the economy by expanding opportunities for micro, small, and medium-sized businesses to access preferential financing. NDI aims to become an effective intermediary between government structures, banks, and international partners, providing entrepreneurs with financial support at a modern level.

Key Tasks and Powers of the Institution
The work of the National Development Institution is organized according to leading European standards, particularly following the model of the German bank KfW. The institution has gained autonomy in management, is subject to special oversight by the National Bank of Ukraine, and has the right to administer state programs supporting entrepreneurship. The adopted law on NDI allows the institution to cooperate directly with the European Union, opening access to funding from European programs for Ukrainian entrepreneurs and expanding its functionality.

- Providing loans and guarantees, grants, and other financial instruments for businesses.
- Compensating interest, parts of loans, leasing, factoring, and insurance contributions.
- Administering national, regional, and international programs supporting entrepreneurship.
- Evaluating the effectiveness of implemented programs.
- Carrying out investment and educational activities.
The main goal of NDI is to ensure access for micro, small, and medium-sized businesses to preferential financing, as well as to become a financial bridge between the state, the banking system, and international partners.
With the launch of NDI, Ukraine will gain a modern mechanism for attracting external and internal investments and supporting entrepreneurial initiatives during the period of economic recovery.
