The Ministry of Education Presents Four Models for Teacher Compensation: Which Will Be Chosen from 2026

The Ministry of Education and Science of Ukraine has presented four options for reforming the compensation system for educational staff. The final model will be chosen through public discussion, with the implementation of the new system scheduled for September 1, 2026.

Main Approaches to Teacher Compensation

During a press conference, Deputy Minister of Education and Science Nadiya Kuzmychova emphasized that all proposed models take into account the current needs of educators and various aspects of their activities. Among the main proposals:

  • increased workload for teachers;
  • maintaining the current workload without changes;
  • proportional salary increases for all categories of educators;
  • disproportionate salary growth prioritizing young specialists.

“The salary of a young teacher is objectively beyond the limits of not just acceptable, but any dignity,” the official believes.

Plans and Prospects for Implementation

According to Kuzmychova, economic calculations have already been prepared for each of the four models, taking into account the characteristics of each region. At the same time, the possible salary increase of 20-30%, which was previously mentioned by the ministry, does not directly relate to any of the new models.

The Ministry of Education has announced plans to organize a broad public discussion of the proposed approaches over the next few months. After consultations, the optimal model will be selected and approved, which will then be implemented at the beginning of the 2026/2027 academic year.
