The Migration Rate of Ukrainians Abroad Slowed in 2025

In 2025, there is a slowdown in the migration of Ukrainian citizens abroad, although the trend of net population outflow persists. These conclusions are included in the Macroeconomic and Monetary Review of the National Bank of Ukraine.

Assessment of the Number of Ukrainian Migrants

According to the latest estimates from the United Nations, as of September 2, 2025, approximately 5.7 million Ukrainians were residing outside Ukraine. The largest number of citizens remains in Germany, Poland, and the Czech Republic, indicating the sustained popularity of these countries as destinations for long-term or temporary residence.

Dynamics of Border Crossings

The State Border Guard Service of Ukraine reported that in the first half of 2025, the total number of border crossings—both entries and exits—increased by 4% compared to the same period last year. At the same time, approximately 250,000 individuals left the country during this period, which is significantly fewer than the 400,000 who left in the first half of 2024.

“The increase in the number of border crossings is likely related to temporary visits by Ukrainians for document processing and other similar matters,” the NBU review noted.

Thus, while the overall movement across the border has slightly increased, migration for permanent residence abroad has slowed. This may be related to the adaptation of Ukrainians in the countries of temporary residence and changes in migration legislation.
