In Ukraine, the acceptance of applications has begun for participation in the new state program “LightHouse”, aimed at ensuring energy independence for apartment buildings. Thanks to this initiative, homeowners’ associations, residential and service cooperatives, as well as property managers, regardless of ownership type, can now apply for financial support.

“Homeowners’ associations, residential and service cooperatives, and property managers of apartment buildings, regardless of ownership type, can already submit applications,” noted Yulia Svyrydenko.
Conditions for Receiving Assistance
The program provides for state financial support ranging from 100,000 to 300,000 hryvnias. Priority will be given to those buildings that frequently experience power outages. In the first phase of the program, applications are accepted from residents of Kyiv and the Kyiv region. Registration is done online on the “Diia” website.
After the application is approved, the funds will be disbursed within 48 hours. To participate in the program, it is necessary to open a special targeted account at “Oschadbank” or another bank that joins the initiative. The final decision on funding is made by a commission at the Ministry of Community Development.
What the Funds Can Be Used For and the Amount of Assistance
The funds received can be used to purchase equipment necessary for ensuring the functioning of the building: generators of various types, batteries, inverters, solar panels, as well as devices for elevators, water supply pumps, heating systems, and lighting for common areas.
- The amount of assistance is determined based on the number of floors and entrances in the building. For example, a six-story building can receive 100,000 hryvnias.
- Apartments in buildings with 7–16 floors can receive 200,000 hryvnias.
- The maximum amount of 300,000 hryvnias is allocated for skyscrapers with 17 or more floors, buildings with boiler rooms, as well as for buildings with more than three entrances and four floors.
The funds are aimed at increasing the energy independence of apartment buildings, which will ensure the stable operation of essential life support systems even in the event of power supply interruptions.
