The Government Reduced the Co-Financing Share for Resilience Plans in Frontline Regions

The Cabinet of Ministers of Ukraine has made a decision to change the co-financing conditions for the implementation of resilience plans in frontline regions, reducing the share that local budgets are required to provide.

New Co-Financing Conditions for Different Regions

According to government resolution No. 562 dated May 1, 2026, adjustments have been made to the financing rules for comprehensive resilience plans for communal property objects. For the Dnipropetrovsk region, the share of financing from the local budget will be 15%. For the Donetsk, Zaporizhzhia, Mykolaiv, Sumy, Kharkiv, Kherson, and Chernihiv regions, this figure has been reduced to 10%.

In the previous version of the Procedure for the Implementation of the Experimental Project, approved by the Cabinet of Ministers of Ukraine resolution No. 393 dated March 20, 2026, the co-financing norm for all communities was at least 20% of the project amount.

Purpose of the Changes and Further Implementation of Resilience Plans

Relevant changes have been made to paragraph 53 of the Procedure, which defines the conditions for the rapid and effective implementation of comprehensive support measures for regions and individual cities. The reduction in the co-financing amount is intended to ease the burden on local budgets in frontline regions, allowing them to more effectively implement recovery and resilience programs.

“According to the document, in the Dnipropetrovsk region, the financing amount for comprehensive resilience plans regarding communal property objects from local budgets has been reduced to 15%, and in Donetsk, Zaporizhzhia, Mykolaiv, Sumy, Kharkiv, Kherson, and Chernihiv – to 10%.”

The government has also consulted with people’s deputies and heads of regional military administrations regarding the further implementation of resilience plans, with particular attention to energy support programs for the regions.
