The Cabinet of Ministers of Ukraine has approved a comprehensive action plan for 2025–2027 aimed at the recovery and development of the country’s regions. The document contains 101 points covering a wide range of tasks: from the reintegration of de-occupied territories to the creation of modern social infrastructure in communities.

Strategic Directions of the Recovery Plan
The plan is developed around three main strategic goals: the formation of a cohesive state, increasing the competitiveness of regions, and building effective governance. The program includes the establishment of a network of necessary institutions and services, including 4,500 safety classes in educational institutions, the construction of 800,000 square meters of social housing, the opening of mental health centers, and the formation of safety centers in communities. Significant attention is paid to the economic development of regions: this includes the creation of new jobs, attracting investments, developing tourism potential, and implementing digital technologies.
Project Financing and International Support
The State Fund for Regional Development has decided to finance 27 projects in central and western Ukraine for a total amount exceeding 372 million hryvnias.
The European Commission has conducted an assessment of reconstruction projects that will receive funding through the Ukrainian Investment Framework (UIF). Among the key initiatives that have already passed technical selection:
- “Social Housing” from the European Investment Bank – construction of housing for 1,500 internally displaced families, as well as the creation of financial and institutional foundations for affordable housing.
- The EIB project for the restoration of water supply and sewage systems: modernization of water supply systems, treatment and pumping stations, reconstruction of sewage networks in affected regions and in areas where IDPs reside.
- The World Bank RELINC project – restoration of strategic railway and road routes, as well as modernization of border crossing points.
“Projects that have successfully passed the technical assessment are awaiting final approval. After that, they will be able to receive funding through UIF and move directly to implementation”.
Additionally, the United Kingdom has decided to increase its contribution to the Ukraine Energy Support Fund by an additional 48.7 million euros, raising the total amount of assistance to 150.6 million euros.
