Poland Demands a 50% Reduction in Ukrainian Cement Imports

The Polish Cement Producers Association (SPC) has appealed to the European Commission to limit the import of Ukrainian cement under the trade agreement between the EU and Ukraine. In its proposal, the association suggests setting quotas at 360,000 tons, which is 50% less than the import volumes recorded last year.

According to SPC data, imports of Ukrainian cement to Poland have increased by nearly 3000% from 2019 to 2024, exceeding 650,000 tons in 2024. This growth compared to 2022 represents over 500%. Forecasts for cement supply this year already exceed 1 million tons.

Cement Market Situation

Representatives of SPC note that Polish and European producers are forced to bear the costs of CO2 emissions, while producers from outside the EU, including Ukrainian ones, do not incur such costs. In 2023, Ukraine exported over 1.7 million tons of cement to the EU. It is worth noting that back in April 2024, the SPC association highlighted a significant increase in imports of Ukrainian cement against the backdrop of reduced production in Poland.

At the same time, according to the “Ukrcement” association, the volumes of Ukrainian cement exports to the Polish market only partially compensate for exports from Belarus and account for approximately 4% of the total production of Polish plants.
