The Government Approved the Receipt of Two IBRD Loans Worth 676 Million Dollars

The Cabinet of Ministers has made a decision to attract two additional loans from the International Bank for Reconstruction and Development (IBRD) totaling 676 million US dollars. The funds are intended to strengthen entrepreneurship and support the education sector in Ukraine amid the ongoing crisis.

Details of the IBRD Loan Programs

According to the government decrees approved on May 6, 2026, Ukraine will receive two loans. Decree No. 411-r provides for the attraction of 286 million dollars as part of the third additional financing for the program “Enhancing Accessibility and Resilience of Education in Crisis in Ukraine.” This will ensure the continuity of the educational process, support students and educators, and implement innovative solutions in the learning process.

The second loan, approved by Decree No. 416-r, amounts to 390 million dollars and is aimed at the second additional financing of the systemic project “Sustainable, Inclusive, and Environmentally Balanced Entrepreneurship.” The implementation of this project will stimulate the development of small and medium-sized enterprises, introduce environmental standards, and ensure more equal opportunities for various social groups.

Previous Government Steps on International Support

Earlier, the Cabinet had already approved the receipt of an additional grant for budget support from the IBRD amounting to 2.35 billion dollars. These funds are allocated under the second program to support development policy “Foundations of Growth” and aim to ensure macro-financial stability and create conditions for sustainable economic development in the country.
