The Government Accelerates Reconstruction: New Rules in Construction and Digitalization of the Industry

The Cabinet of Ministers of Ukraine has approved a comprehensive set of new decisions aimed at radically updating the regulation in the construction sector. The main goal of these changes is to significantly simplify procedures, reduce bureaucracy, and create more effective conditions for the rapid implementation of infrastructure recovery projects in the country.

Systemic Changes for Transparency and Speed

The innovations aim to eliminate long-standing systemic barriers that have delayed the start of construction work. Thanks to the reform, processes will become more transparent, predictable, and convenient for businesses and communities. The first stage of the changes involves amending subordinate legislation, after which the key principles of the reform are planned to be enshrined at the legislative level.

Key Innovations: Procurement, Estimates, and Permits

One of the important steps will be the introduction of a new contractor selection system through framework agreements. This will allow for the advance formation of a list of companies that meet the established requirements and quickly engage them in the implementation of specific projects without the need for lengthy tender procedures. This approach will significantly shorten the timelines for launching the construction of housing, infrastructure, and social facilities.

The system for preparing estimates is also being updated. From now on, it will be more adapted to real market conditions, including current wage levels and material costs. This is aimed at reducing opportunities for financial manipulation and increasing transparency in the industry. Additionally, a unified price database for construction resources is planned to be created, which will serve as an additional tool for control and openness.

Significant changes will also occur in the procedure for obtaining permits. Clients will be able to independently choose the authority to process the necessary documents, which will create competition among institutions and help reduce the time for reviewing applications. A mechanism for appealing refusals to issue urban planning conditions is also being introduced, allowing projects not to be halted indefinitely, and clients to seek a review of decisions and continue work.

“The reform of the construction industry is aimed at eliminating barriers that have long hindered development and reconstruction. We strive to ensure transparency and predictability for all market participants,” the Ministry of Community and Territorial Development stated.

Particular attention is paid to construction issues near airfields, which has become especially relevant during the war. The new regulations allow for the consideration of safety factors without prolonging the approval procedures.

As of April 1, 2026, a new stage of digitalization in the construction industry has begun in Ukraine. All state architectural and construction control bodies have fully transitioned to using the mobile application “Transparent Construction” for conducting field inspections, further automating and simplifying control procedures.
