Key Changes in the Rules for Obtaining Industrial Grants
The amendments to the grant provision procedure aim to eliminate barriers to participation in the program. In particular, the criteria for applicants have been revised, and the verification procedures have been simplified, which will allow a greater number of manufacturers to participate in the grant program.
“The grant program for the processing industry is continuously being refined based on the practice of its implementation and the requests of businesses. The accepted changes remove the restrictions that complicated participation for some entrepreneurs and clarify specific verification procedures. This will enable a larger number of manufacturers to submit applications and receive state support for the development of their capacities,” said Vitaliy Kindraty, Deputy Minister of Economy, Environment, and Agriculture of Ukraine.
Clarification of the Definition of Related Parties and Applicant Verification
One of the main innovations concerns the definition of the term “related parties.” It has been aligned with the provisions of the Tax Code of Ukraine. Now, when reviewing applications, not only the fact of family ties is considered, but also the presence of economic or managerial influence between the entities. Thus, individuals who are relatives but run independent businesses and do not influence each other’s activities can apply for grants separately.
In addition, the risk of refusal in case of a complete match of personal data with another person listed in the Unified State Register of Persons who have committed corruption or corruption-related offenses has been eliminated. From now on, applicants can obtain a certificate from the register in advance to confirm the absence of claims from law enforcement agencies.
As of the end of 2025, entrepreneurs have already received 347 grants totaling 1.7 billion UAH. Since the program’s launch in July 2022, 1,316 grants have been issued for 6.7 billion UAH, indicating the effectiveness of state support for the processing industry.
