The Ministry of Economic Affairs of Taiwan (MOEA) has announced a significant increase in the import of non-oriented electrical steel from South Korea and China, which, according to the ministry, has negatively impacted the local steel industry.

Increase in Imports and Decline in Prices
From January 2022 to September 2025, Taiwan recorded a substantial rise in the import volumes of this type of steel. At the same time, prices for imported products gradually decreased, falling below domestic market levels in 2023. This forced Taiwanese manufacturers to lower their own prices, resulting in a loss of customers and financial setbacks.
“MOEA noted that production, sales, market share, and profits in the industry have declined.”
Dumping Investigation and Possible Measures
In light of the challenging situation, the ministry has referred the case to the Ministry of Finance of Taiwan for further investigation into the presence of dumping. According to established procedures, the financial authority must make a preliminary decision on the facts of dumping within 70 days and consider the feasibility of imposing temporary anti-dumping duties.
Additionally, MOEA will conduct further analysis of the potential impact of the investigation on related industries and the overall economy of the country. The final decision regarding the implementation of anti-dumping duties will be made based on the results of the investigation and confirmation of harm to the local industry.
