Another case of an attack by Russian forces has been recorded in the Sumy region: a drone struck a police service vehicle. The incident occurred in the border Bilopillia community while the law enforcement crew was on a service mission.

Details of the Attack and the Condition of the Victims

As a result of this attack, two police officers sustained blast injuries. The vehicle in which the officers were traveling also suffered significant damage. Despite the danger, the police continue to perform their duties in border areas: assisting local residents affected by shelling, organizing the evacuation of civilians, and documenting war crimes committed by the Russian army.

Systematic Shelling and International Reaction

This incident is yet another example of targeted violence by the Russian Federation against civilians and law enforcement agencies. In February 2026, two police officers were killed during a similar drone attack in the Kupiansk district of Kharkiv region while evacuating people. Russian troops regularly use strike drones, missiles, aerial bombs, and rocket artillery to attack Ukrainian cities, infrastructure facilities, and residential neighborhoods.

Ukrainian authorities and international organizations classify such strikes as war crimes with signs of genocide. These actions include the systematic destruction of essential infrastructure, medical facilities, depriving people of electricity, water supply, heating, communication, and medical assistance.

Human rights defenders emphasize that during the full-scale war, the Russian Federation has committed numerous crimes that may fall under the definition of genocide. Among them are public calls for the destruction of Ukrainians, targeted shelling of healthcare facilities, persecution and elimination of individuals with pro-Ukrainian positions, deportation of children, extermination of the intelligentsia, destruction of Ukrainian cultural heritage, and deliberate alteration of children’s identities in occupied territories.

The Convention on the Prevention and Punishment of the Crime of Genocide was adopted by the UN back in 1948. Today, it has been ratified by 149 countries, which are obligated to prevent acts of genocide and punish those responsible, regardless of whether it is during wartime or peacetime. Genocide is defined as actions aimed at the complete or partial destruction of a national, ethnic, racial, or religious group.

The leadership of the Russian Federation traditionally denies accusations of targeted attacks on civilian infrastructure, despite numerous evidence of civilian casualties, destruction of hospitals, schools, kindergartens, and energy and water facilities throughout Ukraine.
