In Ukraine, obtaining a housing subsidy in 2025 has become more complicated due to stricter requirements for applicants. The government has introduced a number of criteria aimed at ensuring the targeted and transparent provision of this assistance for utility payments.

Main Grounds for Denial of Subsidy
Among the main reasons why Ukrainian households may be denied a subsidy are the presence of debt for utility payments. If the arrears exceed 680 hryvnias and have accumulated over three or more months, the subsidy may not be granted. However, if the debt is paid, restructured, or disputed in court, the right to assistance remains.
Another common reason is the prolonged stay of family members abroad. If adult individuals registered in the household have been outside Ukraine for more than 60 days during the calculation period, this may lead to a denial of the subsidy.
Financial and Property Restrictions for Receiving Subsidy
The government carefully checks not only the income but also the property status of applicants. A subsidy may also be denied if there are unemployed adults in the family or individuals with incomes below the minimum wage who do not pay the Unified Social Contribution (exceptions are made for students and pensioners). Those who have a deposit exceeding 100,000 hryvnias, purchased foreign currency for more than 50,000 hryvnias within a year, have overdue alimony for three or more months, or have not returned overpaid subsidies will also be denied.
Significant expenses also affect the decision regarding the subsidy. If within the year prior to the application, any family member made a purchase exceeding 50,000 hryvnias (exceptions are made for medical expenses or the purchase of housing after selling another), assistance may be denied.
Property criteria include the number of residential premises: if the family owns more than one dwelling (except for properties in occupied territories or in joint rural ownership), an apartment larger than 130 sq. m, or a private house larger than 230 sq. m (exceptions are made for family-type children’s homes and large families), the subsidy will not be granted.
Ownership of vehicles is also taken into account. A subsidy will not be granted if there is a car owned that was manufactured less than 5 years ago, or more than one vehicle under 15 years old (with the exception of mopeds and trailers).

Certain categories have received eased conditions for applying for subsidies. For family-type children’s homes, foster families, and large families with three or more children, simplified rules apply – it is allowed to have additional housing or deposits if this is confirmed by relevant documents.
