The State Statistics Service of Ukraine has officially launched a large-scale study of the income and social living conditions of citizens as part of the EU-SILC program. Data collection began in March and will continue until June. During this campaign, thousands of Ukrainian families in various regions of the country are expected to be surveyed.

Main Objective of the Study
The State Statistics Service emphasizes that existing official registries and administrative statistics do not provide a complete and reliable picture of the poverty level and actual quality of life. As noted by Arsen Makarchuk, the head of the agency, the existing data only reflect formal indicators, failing to cover the real problems that households face daily.

The collected information will help the government plan social protection systems more effectively, while international organizations can rationally direct financial aid for the recovery of Ukraine.
Scope of the Project and Participation Details
The study will cover over 18,000 households from 22 regions, excluding temporarily occupied territories and regions where active combat operations are taking place. The selection of households is conducted randomly, and each one is critically important for obtaining objective statistical data. Substituting a selected household with another is not permitted.
Respondents are offered three options for participating in the survey: a face-to-face meeting with a specialist, a telephone interview, or self-filling an electronic questionnaire through the official website stat.gov.ua.
Participation in the survey is entirely voluntary, and all information obtained will be anonymized. The State Statistics Service emphasizes the importance of ensuring safety during the survey:
- The official interviewer must present an identification badge and a document verifying their identity.
- During the survey, no questions will be asked about bank details, passwords, card numbers, or account balances.
- The data obtained during the study is strictly confidential and will not be used for checks or taxation.
According to last year’s results, citizens of Ukraine declared over 32 billion hryvnias in income, submitting more than 46,000 income and property declarations.
