In the first two months of 2026, the expenditures of the general fund of the state budget of Ukraine amounted to 547.2 billion UAH, of which the main part – 327.4 billion UAH – was directed towards ensuring the security and defense of the country. In February, the level of general fund expenditures reached 303.4 billion UAH.

Structure of State Budget Expenditures in 2026
According to official reports, expenditures on security and defense for January-February accounted for 59.8% of total fund expenditures. During February, 177.8 billion UAH was allocated for these purposes.
In terms of the economic classification of budget expenditures, the largest amounts were spent on:
- Wages in the budget sector – 260.5 billion UAH (in February – 134.3 billion UAH), which constitutes 47.6% of the total volume. Compared to the same period in 2025, this amount increased by 31 billion UAH or 13.5%.
- Social security – 106.5 billion UAH (in February – 52 billion UAH), which equals 19.5% of expenditures. This is 1.9 billion UAH or 1.7% less than in the corresponding period last year.
- Payment for goods and services – 50.6 billion UAH (in February – 38.2 billion UAH), which makes up 9.2% of the total volume.
- Servicing of state debt – 49.4 billion UAH (in February – 28.6 billion UAH), or 9% of all expenditures. Compared to last year, spending on this increased by 2.2 billion UAH (4.7%).
- Subsidies and current transfers to enterprises, institutions, and organizations – 38.8 billion UAH (in February – 27.8 billion UAH), which constitutes 7.1% of the total volume.
- Transfers to local budgets – 36.2 billion UAH (in February – 18.4 billion UAH), or 6.6% of all expenditures. This figure increased by 11 billion UAH (43.6%) compared to the same period in 2025.
Dynamics of Revenues and International Support
For January-February 2026, the total fund of the state budget of Ukraine received 466.8 billion UAH. In addition, the country received 164.3 billion UAH in the form of international assistance, including grants, which became an important source of financial support.
