Important negotiations are ongoing in Florida between delegations from the United States and Ukraine regarding the establishment of a reliable security system for the Ukrainian state, as well as addressing humanitarian issues. On March 22, the second day of consultations took place as part of Washington’s peace efforts, as reported by U.S. Special Envoy Steve Witkoff.

Key Aspects of the Second Round of Negotiations
The parties focused on security guarantees for Ukraine and discussed humanitarian aspects, including the exchange and return of Ukrainian citizens. According to Witkoff, the negotiations were characterized by a constructive nature and continued from previous rounds. The American side positively assesses the progress of the dialogue and notes the consistent leadership of President Donald Trump in facilitating the peace process.
“It is clear that the American side’s attention at this time is primarily on the situation surrounding Iran and in that region, but this war of Russia against Ukraine must also be brought to an end,” he noted.
The American delegation included U.S. Special Envoy Steve Witkoff, Jared Kushner, and Senior White House Advisor Josh Gruenbaum. The Ukrainian side was represented by Minister of Defense Rustem Umerov, Head of the Main Intelligence Directorate Kyrylo Budanov, Head of the parliamentary faction “Servant of the People” Davyd Arakhamia, and Ukraine’s Permanent Representative to the UN Serhiy Kyslytsya.
Outcomes of the Meetings and Next Steps
After two days of active negotiations, Secretary of the National Security and Defense Council Rustem Umerov summarized the results, noting that the parties focused on security guarantees and the humanitarian track, particularly regarding the exchange and return of Ukrainians. According to him, progress was made in aligning positions and narrowing the scope of unresolved issues. Following the meetings, a report was prepared for President of Ukraine Volodymyr Zelensky, and detailed results will be communicated after the delegation returns to Kyiv. Umerov also thanked the U.S. for its systematic involvement in the negotiation process and expressed hope that the achieved momentum would allow for a transition to the next stage of consultations.
It is worth noting that several rounds of trilateral negotiations between Ukraine, the U.S., and Russia regarding ways to end the war have already taken place in January and February of this year. Although specific outcomes of these meetings have not been reported, on February 5, the parties agreed to conduct a prisoner exchange for the first time in the last five months. A meeting scheduled for early March in Abu Dhabi was postponed due to the escalation of the situation in the Middle East.
