On the night of May 1, the sea terminal in the city of Tuapse, Krasnodar Krai, once again became a target for drone attacks. According to reports from the local operational headquarters, a massive fire broke out on the terminal’s premises as a result of the strike. Emergency and specialized services were actively working at the scene: 128 people and 41 units of equipment were involved in extinguishing the fire, including units from the Ministry of Emergency Situations of the Russian Federation.

Significant infrastructure damage and consequences of the attacks

In recent weeks, the Tuapse oil refinery (NPP) has repeatedly been struck by Ukrainian drones — attacks occurred on April 16, 20, and 28. Satellite images published after the fire was extinguished revealed that four large fuel tanks and adjacent facilities were completely destroyed, while two smaller tanks were damaged. Due to prolonged burning following the strike on April 20, there was an oil leak into the Black Sea, and the city experienced several instances of the so-called “oil rain.” Following the latest attack on April 28, a state of emergency was declared in Tuapse, and residents faced interruptions in water supply.

“There are no casualties; specialized and emergency services are working at the scene. In total, 128 people and 41 units of equipment, including those from the Ministry of Emergency Situations of Russia, are involved in extinguishing the fire,” the report stated.

Kremlin’s reaction and strategic importance of the Tuapse oil refinery

Russian President Vladimir Putin stated that the latest fire at the local oil refinery could lead to “environmental consequences,” but at the same time assured that “there is no serious threat.” He also referred to the Ukrainian strike on the facility as “terrorism.” Analysts from the American Institute for the Study of War (ISW) noted that the extent of the damage was so severe that it prompted a personal response from Putin, as the Kremlin usually does not comment on strikes against Russia’s oil infrastructure.

The Tuapse oil refinery, owned by Rosneft, is the only facility of its kind on the Black Sea coast of Russia. It is strategically important for supplying fuel to Russian military units and serves as the main terminal for exporting petroleum products through the Black Sea.

The Ukrainian side has not commented on the latest attack. However, the General Staff of the Armed Forces of Ukraine has repeatedly emphasized that the Defense Forces are systematically taking measures to weaken the combat potential of the occupying forces and compel Russia to cease its armed aggression.

ISW analysts estimate that Ukraine is increasing strikes on Russian oil infrastructure, while Russia is trying to exploit the global energy crisis to boost profits and finance the war. Experts predict that Ukrainian forces will continue to launch more frequent and larger-scale strikes deep into Russian territory, utilizing advanced drone production to target the enemy’s strategic facilities.
