Russia intends to allocate nearly 39.54 trillion rubles (approximately $477 billion at the current exchange rate) for financing its army and purchasing weapons during the years 2026–2028. The country’s defense budget will reach 12.93 trillion rubles in 2026, which is 20% higher than the figure for 2024 (10.8 trillion rubles), double the expenditures of 2023 (6.8 trillion rubles), and 3.7 times more than the pre-war figure of 2021 (3.5 trillion rubles).

Increase in the share of military spending in the budget
In 2026, defense expenditures will account for about 30% of all state spending in Russia, 29% in 2027, and 26% in 2028. This increase signifies a significant reorientation of the country’s budgetary priorities towards militarization.
Priority of military spending over social needs
Total spending on the army and the military-industrial complex in 2026 will exceed expenditures on social security by 80%, on support for the national economy by 160%, and on funding for healthcare and education by 600%. Starting in 2026, nearly the entire military budget of Russia will be classified: closed items will account for 84% of the total amount.
