Since the beginning of 2026, the Russian Federation has carried out over 300 missile strikes and launched more than 7000 kamikaze drones at Ukraine’s energy infrastructure. The attacks have not ceased for the fourth consecutive year, and their intensity shows no signs of decreasing.

Scale of Destruction and New Enemy Tactics
Substations operated by “Ukrenergo” have faced over 900 attacks since 2022, with some facilities being hit more than 30 times. As noted by the company, since the second half of 2025, Russia has shifted to a “scorched earth” tactic, destroying all power generation and heating facilities, as well as transmission and distribution networks in certain regions.
International Assistance and Energy Recovery
Despite the massive attacks, Ukrainian energy workers are working around the clock to restore damaged facilities and networks, drawing on support from international partners. The total aid package for NEC “Ukrenergo,” aimed at recovery, has now reached nearly 623 million euros. With these funds, 1270 units of transformer and other high-voltage equipment, 310 units of specialized machinery and vehicles, as well as construction materials for repairing lines and substations have already been purchased.

In addition, the total capacity of installed and connected energy storage systems in the Unified Energy System of Ukraine has increased from 2 MW at the beginning of 2022 to over 503 MW as of February 2026.
During the massive missile and drone attack on February 22, not only energy facilities were targeted for the first time, but also water supply infrastructure, as reported by Ukrainian President Volodymyr Zelensky.
