Requirement for average salary for employee reservation comes into effect from June 2026

Starting from June 2026, enterprises intending to obtain or confirm the status of critically important for reserving their employees must ensure an average salary of no less than three minimum wages (25,941 UAH) specifically for that month. These requirements apply to companies planning to appeal to the relevant state authorities in July, and the average salary will be considered specifically for June.

Criteria for determining the status of critically important enterprises

The Ministry of Economy, Environment, and Agriculture emphasizes: the decision to recognize an enterprise as critically important, which remained valid as of June 2, 2026, retains its validity for a specified period, but no longer than until September 1, 2026. At the same time, companies whose reservation period expires in June or July, or those planning to submit an application for the first time in these months, are advised to submit the necessary documentation to the relevant authority after the approval of new industry or regional criteria (by June 10, 2026).

“From what date must the average salary at the enterprise be higher than three minimum wages? – For the last (previous) calendar month. For example, if an enterprise appeals to the relevant state authority in July, the average salary of the enterprise for June will be considered,” states the response from the Ministry of Economy.

Procedure for submitting documents and reviewing criteria

The Ministry emphasized that the consideration of new applications for reservation will begin no earlier than the state authorities review the industry or regional criteria (by June 10, 2026), and the decisions regarding reservations will be made by August. If an enterprise loses its critically important status due to a change in criteria in June, it will have the opportunity to re-submit the documentation package to obtain a new status in accordance with the updated requirements.
