During his address to the participants of the Kyiv International Economic Forum 2025, Ukraine’s Minister of Economy Oleksiy Sobolev outlined the main reasons why investors should invest in the Ukrainian economy during the post-war recovery period.

Business Flexibility and the Course Towards Europe

One of Ukraine’s main competitive advantages, according to the minister, is the adaptability of the national business, which, despite the challenging conditions of war, has managed to endure and continues to develop. Sobolev emphasized that it is the flexibility and creativity of entrepreneurs that have become the defining factors for the resilience of the economy and its further growth.

“Despite the extraordinary challenges of war, we see economic growth. Our businesses have stood firm, adapted, and continue to evolve. This flexibility and creativity are our key competitive advantages,” Sobolev noted.

Another advantage, according to the minister, is Ukraine’s clear course towards European integration, which guarantees investors transparent rules and predictability. Integration into European markets, energy and transport networks, as well as the development of innovative sectors—particularly IT and defense technologies—create additional opportunities for investors.

Potential for Large-Scale Recovery and the Manufacturing Industry

The third factor highlighted by Sobolev is the massive demand that will arise as a result of the country’s post-war recovery. Ukraine requires a comprehensive renewal of its economy, energy sector, housing stock, and infrastructure, which opens up prospects for the implementation of tens of thousands of new investment projects in the long term.

The minister also pointed out the unique opportunities in the manufacturing sector and the extraction of critical minerals. Currently, more than half of Ukraine’s exports consist of raw materials, and the development of many minerals and strategic resources is almost non-existent. This creates attractive conditions for investors interested in developing processing capacities specifically on Ukrainian territory.

Additionally, Sobolev noted the role of the defense industry, emphasizing that Ukraine is currently the largest testing ground for military technologies in the world. This experience is shaping a new generation of engineers and designers, and after victory, the country will gain the status of the arsenal of the free world, which will drive the development of related civilian sectors.
