Rebuilding Ukraine: Business Opportunities from France

Since the beginning of the full-scale war, France has been actively supporting Ukraine not only militarily and humanitarianly but also economically. The French Development Agency (AFD) opened an office in Ukraine in 2022 and plans to provide €400 million in loans and €50 million in grants by 2027. AFD’s main areas of focus are on rebuilding critical infrastructure and economic recovery through partnerships with European companies.

Support for the Private Sector

The development finance institution Proparco, part of AFD, specializes in supporting the private sector by providing grants, loans, and guarantees. In Ukraine, Proparco is working to support banks in lending to small businesses and the agricultural sector. The organization also invests in energy, infrastructure, and food companies to stimulate economic growth.

Financial Products for Investors

The French export credit agency (Bpifrance) also offers a variety of financial products, including export credit insurance, bank guarantees, investment insurance, tender guarantees, as well as support for infrastructure and strategic projects. Financing is available within a package of up to €1 billion, with insurance covering up to 95% of losses, allowing French companies to confidently invest in Ukraine, knowing that their assets and loans are protected from military risks.
