Ukraine is facing significant difficulties in preparing its energy infrastructure for the winter period. Amid the threat of new attacks and the risk of widespread power outages, only partial progress has been recorded in the Zaporizhzhia region regarding the protection of energy facilities.

Criticism of the Pace of Restoration Work

During the latest meeting of the Supreme Commander-in-Chief’s Staff, President Volodymyr Zelensky expressed strong criticism regarding the delays in restoration work in most regions. According to sources, the head of state demanded detailed reports from regional leaders and relevant ministries concerning the status of substation protection, the volume of completed work, and responsible individuals.

“Many simply lower their eyes or blame their predecessors. Some regions don’t even have plans.”

According to participants in the energy market, Zelensky has insisted since summer on accelerating the protection of smaller substations at the level of regional energy companies and below. However, despite government directives, most regions have not started the necessary work.

The Sole Exception — Zaporizhzhia Region

Only in the Zaporizhzhia region have some efforts to strengthen energy facilities begun several months ago. Here, big bags and anti-drone nets are being installed at small substations, and concrete shelters are being constructed at key facilities, serving as protective “sarcophagi.” These measures aim to minimize the consequences of potential attacks and prevent large-scale power outages during the winter period.

At the same time, most regions still lack clear plans and have not initiated protective work, which creates additional risks for the stable operation of Ukraine’s energy system in the coming months.
