As a result of yet another attack by the Russian army on Ukraine’s energy infrastructure, some consumers in the Kharkiv, Donetsk, Chernihiv, and Kherson regions have been left without electricity. This was reported by the electricity transmission system operator “Ukrenergo” in a morning address.

In those regions where security conditions allow, energy workers have already begun emergency restoration work. Specialists are working to restore power to all consumers as quickly as possible.
“Where security conditions permit, emergency restoration work has already begun. Energy workers are doing everything possible to restore power to all consumers as soon as possible,” the company reports.
“Ukrenergo” notes an increase in electricity consumption: as of 9:30 AM on Friday, the level was 3.6% higher than the previous day. This dynamic is due to a decrease in the efficiency of household solar power plants caused by cloudy weather covering a significant part of Ukraine. As a result, this leads to an increased load on the overall energy grid.
The company urges residents of regions with scheduled outages to use electricity sparingly.
Consequences of Shelling and Response from Ukrainian Authorities
Since the beginning of the full-scale invasion in February 2022, the Russian Federation has systematically attacked Ukraine’s energy infrastructure. Since the fall of 2025, the intensity of shelling of Ukrainian energy facilities by Russian troops has significantly increased.
The Ministry of Foreign Affairs of Ukraine qualifies Russia’s strikes on energy facilities, which deprive the population of heat during severe frosts, as acts of genocide.
In early February, Russian Foreign Minister Sergey Lavrov claimed that his country had not initiated attacks on civilian objects, and that Ukraine was the first to strike at Russia’s energy infrastructure.
On February 25, Ukraine’s Attorney General Ruslan Kravchenko reported the submission of materials to the Office of the Prosecutor of the International Criminal Court regarding Russia’s attacks on Ukrainian energy infrastructure from July 2025 to February 2026.
