Police Suspects Military Personnel of Failing to Assist Man After Detention

Two servicemen from the territorial recruitment center have been charged in a case regarding the failure to assist a man they detained on the street. This information was made public by the National Police.

Incident Circumstances

According to preliminary data, three military personnel from one of the regional recruitment centers were independently conducting measures to notify and verify military registration data. On a deserted street, they noticed a man of conscription age and approached him under the pretext of checking his documents. Without waiting for a response, the military forcibly shoved him into a minibus.

As the police note, inside the vehicle, the servicemen exerted psychological pressure and intimidated the man. During this time, his health condition noticeably deteriorated, but instead of providing assistance, they threw the helpless man next to a trash bin and disappeared.

“In the vehicle, the conspirators behaved audaciously: they psychologically pressured and intimidated him. Before their eyes, the victim’s health condition significantly worsened, and he felt unwell. But instead of providing assistance and taking him to the hospital, the accomplices pushed the helpless man out of the car onto the ground next to the trash bin and fled. One of the servicemen was in the position of a medic and was supposed to take measures to assist the man,” the agency reports.

Investigation Details and Law Enforcement Response

The victim was taken to the hospital in critical condition. The police in Dnipro are conducting an investigation, and currently, two servicemen have already been charged under articles regarding illegal deprivation of liberty or kidnapping. One of them, who held the position of a medic, is additionally charged with leaving a person in danger. The third participant in the incident continues to serve at the recruitment center, and a notice of suspicion is being prepared against him.

According to law enforcement information, the two suspects have already been transferred to serve in other military units.

The police do not disclose the names of the servicemen and do not provide their position regarding the allegations made against them.

It is worth noting that since the beginning of the full-scale invasion of the Russian Federation into Ukraine in February 2022, martial law and general mobilization have been in effect in the country, which is regularly extended by the Verkhovna Rada every three months. Conflicts between recruitment center employees and civilians have repeatedly arisen in society, and information about possible abuses and corruption in these structures is also spreading. Government and military representatives note that some of these reports are the result of information and psychological operations by the Russian Federation.
