In Ukraine, the 26th stage of selecting participants for the program “Housing for Internally Displaced Persons” has started, allowing over 500 displaced families to obtain subsidized mortgage loans. The program is funded by the Council of Europe Development Bank (CEB).

Conditions for subsidized mortgages for displaced persons
As part of the new tranche from the CEB amounting to 25 million euros, which has already been received by the State Fund for Youth Housing Construction, over 500 families will be able to take advantage of favorable loan conditions. The total funding under the Framework Agreement between Ukraine and the CEB, signed on May 26, 2025, with the assistance of the Ministry of Community and Territorial Development, amounts to 50 million euros.
The selection of winners will take place on May 14, 2026, at 15:00 in an online format via YouTube live stream. The selection process will be conducted in a regular mode using the RandomPicker.com service, which has been agreed upon by the project’s international partners.

Who can apply for the program
Internally displaced persons who do not have housing in the territory controlled by Ukraine, have not previously received state compensation or subsidized housing loans (except if the housing is located in temporarily occupied territories or areas of hostilities), can confirm their financial capability, and provide consent for a credit history check are eligible to participate in the program.
The loan is provided at an annual interest rate of 3% for a term of up to 30 years. The housing area for a family of 1-2 persons is up to 52.5 m², and an additional 21 m² is added for each subsequent family member. Requirements for the property: the housing must have been commissioned no more than 50 years ago or renovated no more than 35 years ago, and it cannot be located in temporarily occupied territories or areas of hostilities.
All registered candidates are advised to check the relevance of their applications in advance on the special service for participation in the “Housing for IDPs” program.
Currently, the CEB’s portfolio in Ukraine covers four projects totaling 550 million euros, of which over 90% of the funds have already been utilized — 458 million euros. This indicates the high effectiveness of Ukraine’s cooperation with the CEB in supporting displaced persons.
