In Ukraine, the implementation of the electronic ecosystem “e-Notariat” has been announced, which will allow citizens to receive notary services online through the “Diia” application. The first such services will be available as early as 2026.

The creation of “e-Notariat” aims to unite all notary registers in the country into a single secure digital platform. This solution is particularly important for people whose families are separated due to war or other life circumstances. The electronic system will make notaries’ work faster and minimize the risk of errors in documents.
“Thanks to the ‘e-Notariat’, the work of notaries will become faster, and the risk of accidental errors in documents will be minimal. With full integration with ‘Diia’, every Ukrainian, wherever they are – in Ukraine or abroad – will be able to access key notary services online. This will save time and money, eliminating the need for unnecessary trips and waiting in lines,” the statement reads.
Main Features of the Electronic Notariat
Among the key innovations is the ability to issue powers of attorney directly from a smartphone via “Diia”. Ukrainians will also be able to conduct video calls with notaries, use the electronic signature “Diia.Signature”, and receive documents with a QR code on their phones.
Starting from September 3, all notaries will have the opportunity to join the new ecosystem and begin working with it. However, for citizens, the full range of services will be available from 2026.
The introduction of such a digital service is a unique phenomenon for global legal practice. This is particularly relevant for Ukrainians who are abroad or internally displaced persons, as they often have to navigate numerous bureaucratic procedures to issue powers of attorney for property transactions. The innovation will also significantly simplify life for the families of military personnel who are at the front.
According to current laws, for real estate transactions, spouses must be present in person or provide a notarized power of attorney. Given that many Ukrainian women are currently refugees abroad, the new system will allow legal transactions to be conducted remotely and without unnecessary bureaucracy.
