Significant changes to the legislation are being prepared in Ukraine, which will involve increased fines and the introduction of new types of penalties for drivers. As reported by Oleksiy Biloshytskyi, the first deputy head of the patrol police department, the police, together with the Ministry of Internal Affairs, have developed a series of initiatives aimed at strengthening control over road safety and increasing the responsibility of road users.

Increased Responsibility for Traffic Violators
Among the key changes is the development of a draft law that mandates the mandatory towing of a vehicle to a penalty parking lot if the driver is found to be under the influence of alcohol or drugs. Additionally, the patrol police have prepared and provided official conclusions on several other important draft laws.
In particular, it is planned to:
- strengthen penalties for systematic violations of traffic rules, such as ignoring traffic signals, overtaking rules, or pedestrian crossings — for repeat offenses, fines will be increased, and drivers risk losing their licenses;
- introduce a mandatory requirement for the use of winter or all-season tires with fines up to 8,500 UAH, and for repeat violations — revocation of the right to drive;
- establish clear rules and responsibilities for users of personal electric transport, including electric scooters;
- lower the “non-fined threshold” for speeding from 20 to 10 km/h and specify the amounts of fines for speeding violations;
- require mandatory use of reflective elements by pedestrians during nighttime or in low visibility conditions;
- implement a system of penalty points for offending drivers, as well as provide citizens with the ability to record traffic violations.
New Fines and Stricter Sanctions
In the area of increasing sanctions, the following innovations are being introduced:
- for drifting on roads — a fine of up to 17,000 UAH with the possibility of losing driving rights;
- for exceeding noise levels — a fine of up to 34,000 UAH;
- for driving under the influence of alcohol — a fine of up to 51,000 UAH, revocation of rights, and confiscation of the vehicle;
- in the event of driving under the influence during martial law, the vehicle may be confiscated for the benefit of the Armed Forces of Ukraine.
Special attention is being paid to educational initiatives — it is planned to introduce mandatory training for children on the basics of road safety into the school curriculum.
All these steps are aimed at creating one main thing — a sense of inevitability of punishment. And this, as international experience shows, is the best way to instill discipline.
