The National Bank of Ukraine is finalizing its work on a draft law concerning payment discipline. This draft law aims to create a register of Ukrainians who have provided their bank accounts for money laundering and other illegal activities. It is through these bank clients that fraudsters are able to withdraw stolen money from victims.

In an interview with a business publication, Deputy Governor of the National Bank Dmytro Oliinyk noted that individuals who end up on this register will face certain financial restrictions.
“It creates a register that will include individuals who sold personal data or used their cards for schemes, as well as business entities where facts of misconduct have been established… This will limit their financial capabilities, but will not exclude them from the system,”
he reported.
According to him, the NBU will act as the administrator of the register, but payment service providers and banks will be responsible for populating it and ensuring the accuracy of the data entered.
“Being included in it will impose certain restrictions on users regarding their ability to make transfers beyond certain limits… The issue concerns not only people in difficult situations but also young people who consciously sell data, which could impact their future careers or be viewed negatively during public service entry, or their ability to obtain loans in the future,”
Oliinyk added.
