How Many Ukrainians Joined the eOselya Program in 2025

Since the launch of the affordable mortgage program “eOselya,” 16,517 Ukrainian families have become homeowners, receiving loans totaling 27.151 billion UAH. This was reported by Andriy Telyupa, Deputy Minister of Economy of Ukraine.

Ukrainians’ Participation in the eOselya Program

According to Telyupa, in 2025, 1,677 Ukrainians utilized the “eOselya” program to purchase their own homes, spending over 3 billion UAH. The process of obtaining loans is quick and convenient, with no unnecessary documents or hassles.

“The program has flexible conditions, a low mortgage interest rate, and is tailored to modern realities, particularly the needs of youth, IDPs, and other citizens without housing,” noted the Deputy Minister.

Recent Achievements of the Program

During the past week, 94 loans were issued for a total of 183.7 million UAH. Among the recipients of loans at 3% were:

  • 34 military personnel and law enforcement officers;
  • 7 medical professionals;
  • 4 educators;
  • 3 researchers.

Loans at 7% were received by:

  • 35 Ukrainians without their own housing;
  • 8 IDPs;
  • 3 veterans.

Regarding the type of real estate, 54 Ukrainians received loans for housing in primary sales, of which 15 properties are under construction, while 40 loans were issued on the secondary market.

As a reminder, as noted by Kateryna Rozhkova, First Deputy Head of the National Bank, the state mortgage lending program “eOselya” requires improvement, particularly a shift from direct lending to interest rate compensation.
