The state initiative to support Ukrainian manufacturers, the “National Cashback” program, unexpectedly halted the rapid growth of payments. As of April 2025, Ukrainians received 445 million UAH, which is only 2 million UAH (or 0.45%) more than in March. Prior to this, payments had been increasing significantly each month.

Payment Dynamics and Number of Participants
According to the Ministry of Economy, over 3.4 million citizens participated in the program in June, with the number of participants increasing by approximately 100,000 in one month. The average payment amount was less than 134 UAH per participant.
“Overall, since the program’s inception in September 2024, the state has already paid out over 2.4 billion UAH in cashback — funds can be received by those who have accumulated more than 2 UAH in cashback and activated the ‘National Cashback’ card in the Diia app.”
Since September 2024, payments have increased nearly 12 times:
- September — 37.2 million UAH;
- October — 119.2 million UAH;
- November — 232 million UAH;
- December and January — 714 million UAH;
- February — 384 million UAH;
- March — 443 million UAH;
- April — 445 million UAH.
How to Participate in the National Cashback Program
All citizens with accounts at partner banks (over 20 institutions) can participate in the program. To do this, you need to:
- submit an application through the bank’s website or app;
- specify the cards used for purchases and provide permission to share transaction information;
- open a physical or virtual “National Cashback” card and activate it;
- in the Diia app, go to the “Services” tab and select the bank card for receiving payments.
A 10% cashback from the cost of Ukrainian-made goods included in the program’s list is credited to the selected card. To check if a purchase qualifies for cashback, you should scan the product’s barcode using the scanner in the “National Cashback” section of the Diia app.
The funds received can be used until the end of 2025 for paying utility bills, purchasing medicines and books registered in the program, paying for mobile services, or for charity and donations to the Armed Forces of Ukraine.
