Ukrainian lawmakers plan to implement a new points-based fine system for drivers, which will significantly change the process of holding individuals accountable for traffic violations. These changes are expected to take effect as early as 2026.

How the Points System for Drivers Will Work
According to the initiative, each driver will receive a fixed number of points annually: 15 for those with sufficient driving experience and 10 points for drivers with less than a year of experience. For each traffic violation, points will be deducted from this limit, ranging from one to five points, depending on the severity of the violation. If a driver exhausts all their accrued points, their license will be revoked. To regain the right to drive, they will have to undergo retraining and pass an exam.
Special attention will be given to the automatic recording of violations: most cases will be registered by cameras, and all data will be sent to the central database of the Ministry of Internal Affairs. Drivers will be able to monitor their points balance through the “Diia” app or via their electronic driver’s cabinet.
Thus, even minor but regular violations will affect the driver’s rating and may lead to the loss of driving privileges.
Changes in Fines: New Amounts and Sanctions
Alongside the introduction of the points system, a review of fine amounts is planned. Some have already been revised: for instance, the fine for not wearing a seatbelt has increased tenfold—from 51 to 510 hryvnias. According to the National Police, this has reduced the number of violations from 190,000 to 146,000 per year.
Fines for speeding will range from 340 to 3,400 hryvnias. The possibility of abolishing the “tolerance” of 10 km/h, which allows drivers to avoid penalties for minor speeding, is also being considered.
One of the strictest sanctions remains for driving under the influence—ranging from 17,000 to 51,000 hryvnias, along with a one-year license suspension. Repeat offenses will result in even harsher penalties.
Fines for running a red light, violating overtaking rules, or stopping improperly will range from 510 to 850 hryvnias.
If the bill is approved, the new points system will operate simultaneously with financial penalties. Thus, for each violation, a driver will be required not only to pay a monetary fine but also to lose the corresponding number of points, which will affect their driving rights.
