NACP Identifies Violations in All Declarations Reviewed in November 2025

The National Agency for the Prevention of Corruption (NACP) completed 78 full checks of declarations in November 2025, selected using a risk-oriented approach. Violations of anti-corruption legislation were found during each of these checks.

Identified Violations and Their Scope

According to NACP information, signs of inaccurate declaration were established in 37 declarations totaling over 172 million UAH. In five declarations, unjustified assets exceeding 12 million UAH were recorded. In November, 26 substantiated conclusions were forwarded to the competent authorities, and materials regarding the recognition of assets as unjustified were sent to the Specialized Anti-Corruption Prosecutor’s Office.

Results for 2025

In the eleven months of 2025, the NACP completed 924 full checks of declarations. Violations were found in 917 documents, with 57% of them showing signs of submitting inaccurate information, illegal enrichment, unjustified assets, and other violations stipulated by the Law on Prevention of Corruption.

In 13 declarations, illegal enrichment amounting to 463.2 million UAH was identified, in 29 declarations, unjustified assets exceeding 123 million UAH, and in 475 declarations, inaccurate information totaling over 3.669 billion UAH was declared. Signs of conflict of interest were identified in thirteen cases.

“In November 2025, the NACP completed 78 full checks of declarations selected using a risk-oriented approach. Violations were found in each of the declarations reviewed in November,” the statement said.

Since the beginning of the year, pre-trial investigation bodies have initiated criminal proceedings based on the results of 232 substantiated conclusions from the NACP, and another 59 materials from checks have been added to already opened cases. In 2025, 43 indictments based on the agency’s materials were sent to court. As of December, 35 criminal proceedings are in the courts, 12 of which have concluded with guilty verdicts, 10 of which have entered into force.

The NACP emphasizes that the application of a risk-oriented approach to selecting declarations for checks has significantly increased the effectiveness of control measures.
