The Ukrainian government has launched an experimental project to create a municipal rental housing fund aimed at supporting the most vulnerable categories of citizens. The primary beneficiaries of the housing will be veterans, families of fallen soldiers, military personnel, internally displaced persons, orphans, and social workers — teachers, doctors, and municipal employees.

Conditions and Details of the New Housing Fund
According to the project conditions, each family of two will receive an apartment of 40 square meters, suitable for living, furnished with necessary furniture and appliances. The rental fee will be determined by a special formula that takes into account regional specifics and will be significantly lower than the market rate. Preliminary estimates suggest that renting a one-room apartment will cost approximately ₴6,000 per month.
The norm will be an area of 40 square meters per family of two, as well as the apartment’s suitability for living, including furnishings and appliances.
Construction Funding and the Role of Local Communities
The main contractors for the construction of municipal housing will be local communities. The project documentation will be created based on already prepared standard solutions, which will significantly reduce implementation times and costs. Funding will come from local budgets, as well as through the involvement of credit and grant resources from international partners.
The implementation of this project aims not only to provide housing for socially vulnerable populations but also to facilitate the integration of internally displaced persons into new communities. Additionally, it will create extra incentives for Ukrainians to return from abroad.
For comparison, in May 2025, the average rental cost of a one-room apartment in Ukraine was ₴7,504, which is 3.9% higher than at the beginning of the year.
