Ukrainian businesses are showing confidence in their development prospects for 2026: a significant majority of companies have already determined their strategies regarding compensation and personnel policies.

Salary Growth: Expectations and Statistics
According to the results of a labor market study conducted by the European Business Association and expert Tetiana Pashkina, 94% of companies in Ukraine plan to increase salaries for their employees next year. The largest share of businesses (28%) plans to raise salaries by 11-15%, another 23% by 5-10%, and 10% of companies expect an increase in the range of 16-20%.
“Only 6% of companies do not intend to raise salaries in 2026. For example, in 2025, 96% of companies increased salaries, mostly by 11-20% (64%) or up to 10% (28%),” the study states.
Personnel Policy and Hiring
Regarding hiring plans, 36% of companies in Ukraine intend to increase their workforce in 2026. At the same time, 55% of respondents do not plan any changes in their staff, while 9% anticipate staff reductions. Additionally, 17% of companies reported plans to redistribute employees’ functional responsibilities towards multifunctionality.
Throughout 2025, 83% of companies actively hired new employees. Another 3% opened vacancies only for internal candidates, while 14% maintained their staff numbers without changes.
