The Ministry of Digital Transformation of Ukraine has announced the launch of the AI Factory project, aimed at creating a modern infrastructure for the development of artificial intelligence in the country.

AI Factory — The Key to Ukraine’s Technological Sovereignty
The AI Factory will serve as the foundation for the development and implementation of state AI services, as well as ensure the operation of intelligent agents in already existing government applications. According to the official statement, the ministry aims to position Ukraine among the top three global leaders in the implementation of artificial intelligence-based solutions. To achieve this, a dedicated infrastructure is necessary to guarantee the country’s digital security and technological independence.

The project encompasses technical infrastructure (GPUs, servers, data storage), software for model training, data processing, monitoring, and automation, as well as tools for integration with state registries. Additionally, AI Factory will implement training programs for specialists in the field of artificial intelligence.
State AI Services and Future Development
All state artificial intelligence services developed by the WINWIN AI Center of Excellence at the Ministry of Digital Transformation will operate based on AI Factory. In particular, this concerns the assistant in the “Diia” application, which was announced in May 2025. This intelligent assistant will help citizens navigate government services and the functions of the application.
In the future, the AI agent of the “Mriya” application will operate on the capabilities of AI Factory, and there are plans to utilize the infrastructure in the medical and defense sectors. The ministry is convinced that creating its own AI infrastructure is a fundamental step towards technological sovereignty and secure digital solutions for Ukrainians and the country’s defense complex.
The cost of the project, the current stage of its implementation, and the integration of AI Factory into the energy sector, which has suffered significant losses due to the war, are currently not disclosed.
